London

  • Harrow borough council: Following last week's split, the council leader Thaya Idaikkadar has formed a cabinet consisting of five members of the Independent Labour group and two non-voting Conservatives. The Conservative group has declared it is giving him the opportunity to prove himself and will be supporting the administration. Raj Ray (Roxeth ward), who had initially been listed among the members of the Independent Labour group, has decided to remain in the official Labour group, while William Stoodley (West Harrow ward) has moved from the Labour group to join the Independent Labour group; he is now portfolio holder for planning and regeneration.
  • Merton borough council: Simmering tensions within the Conservative group, which have seen two group leaders resign the leadership in the space of two months, broke into the open at the annual meeting of the council. As a result five councillors elected for the Conservative Party have left the party, four during the course of the meeting: Suzanne Evans (Hillside ward), former leader Richard Hilton (Lower Morden ward), and husband and wife Linda Scott and Rod Scott (both Raynes Park ward). They have subsequently been joined in leaving the Conservatives by Chris Edge (Dundonald ward), although it is not clear whether he will join the others in their group. Members of the new group have been invited to join the UK Independence Party and are considering the invitation.

  • Pembrokeshire county council: Sue Perkins, who was elected for the Labour Party in Pembroke Dock Llanion division, has joined the Independent Plus group; she was the only Labour member in the otherwise Independent Plus cabinet, so it appears that the remaining Labour group has now gone into opposition. Meanwhile David Bryan, who was elected as an Independent in Haverfordwest Priory division, has joined the Conservative Party. The overall strength of the parties is now Independent Plus 32, Non-affiliated 12, Labour 7, Plaid Cymru 5, Conservatives 3, Liberal Democrat 1.

  • Barking and Dagenham borough council: Syed Ahammad was elected councillor for Longbridge ward on 9 May, holding the seat for the Labour Party.
  • Harrow borough council: The ruling Labour group has split, after group leader Thaya Idaikkadar (Roxeth ward) was deposed at its annual meeting last month. Idaikkadar has decided not to resign the leadership of the council and has instead formed an Independent Labour group, joined by eight other councillors previously in the Labour group: Husain Akhtar (Canons ward), who was elected as a Conservative but joined Labour in March; Nana Asante (Edgware ward); Mano Dharmarajah (Roxbourne ward); current Mayor Nizam Ismail (Queensbury ward); Krishna James (Marlborough ward); Zarina Khalid (Queensbury ward); Asad Omar (Headstone South ward); and Raj Ray (Roxeth ward). The split means that no party now has an overall majority. Idaikkadar, who remains Leader of the council until the future is resolved, has dismissed his cabinet. An extraordinary meeting of the council on 23 May has been summoned.
