- Kensington and Chelsea borough council: There are two byelections on 16 September, in Earls Court and Cremorne wards, after the resignations of Conservative councillors Barry Phelps and Mark Daley respectively. Both terms end in 2014.
- Tower Hamlets borough council: Following the referendum vote in favour of establishing the position, the election of an executive Mayor for Tower Hamlets will be held on 21 October.
North East
- Durham county council: Byelection on 30 September in Brandon ward, after the death of Labour councillor Ronnie Rodgers. There is also a vacancy in Deneside ward after the death of Labour former council leader Albert Nugent. Both terms end in 2013.
- Gateshead borough council: There are two byelections on 23 September. That in Lobley Hill and Bensham ward comes after the death of Labour councillor and former Mayor Frank Donovan and the term ends May 2011. That in Saltwell ward comes after the resignation of Labour councillor Ian Mearns, now Member of Parliament for Gateshead, and the term ends in 2012.
- Middlesbrough borough council: Byelection on 9 September in Ayresome ward after the resignation of Labour councillor Barbara Dunne. Term ends May 2011.
- Northumberland county council: Vacancy in Ponteland East division after the death of Conservative councillor Mel Armstrong. Term ends 2013.
- Stockton-on-Tees borough council: There are two vacancies. That in Ingleby Barwick East ward is caused by the resignation of Ingleby Barwick Independent Society member Andrew Larkin. That in Mandale and Victoria ward comes after the death of councillor Allison Trainer, who was a member of the Thornaby Independent Association. Both terms end in May 2011.
North West
- Carlisle city council: Byelection on 16 September in Stanwix Urban ward after the resignation of Conservative councillor John Stevenson, now MP for Carlisle. Term ends 2012.
- Cheshire East council: Byelection on 30 September in Alderley ward after the death of Conservative councillor Liz Gilliland. Term ends May 2011.
- Cumbria county council: Byelection on 9 September in Aspatria and Wharrels division due to the death of Council leader Jim Buchanan, who was a Conservative. Term ends 2013.
- Fylde borough council: Byelection on 9 September in Kilnhouse ward after the death of former Mayor and Conservative councillor John Prestwich. Term ends May 2011.
- Halton borough council: Three councillors who were elected as Liberal Democrats have left the party to sit as Independents, due to their opposition to the spending policies of the Coalition government. They are Bob Bryant (Halton Brook ward), Peter Blackmore (Halton Castle ward) and Chris Carlin (Mersey ward). They join Mike Shepherd (Windmill Hill ward) who made the same move in July.
- Knowsley borough council: Byelection on 16 September in Park ward after the resignation of Labour councillor Margaret Dobbie. Term ends May 2011.
- Lancaster city council: Byelection on 7 October in Harbour ward after the death of Morecambe Bay Independent councillor John Barnes. Term ends May 2011.
- Liverpool city council: Vacancy in Croxteth ward, after the death of Labour councillor and Deputy Lord Mayor Rose Bailey. There is expected to be a double vacancy election due to the impending resignation of Liberal Democrat councillor Phil Moffatt who is moving to Northern Ireland. Terms end 2011 and 2012.
- Manchester city council: Ken Dobson, who was elected as a Liberal Democrat in City Centre ward, has left the party to sit as an Independent. He is opposed to the budget cuts being implemented by the Coalition government. Meanwhile Faraz Bhatti, who was elected as a Liberal Democrat in Whalley Range ward but joined the Conservatives in January 2008, has now had his Conservative membership suspended due to his recent arrest.
- Preston city council: Byelection on 16 September in Cadley ward after the resignation of Liberal Democrat councillor Mike Onyon. Term ends 2012.
- St Helens borough council: There are two vacancies, both arising from the deaths of Labour councillors. That in Haydock ward arises from the death of the longest serving councillor in the country, Jim Caunce. That in Billinge and Seneley Green ward follows the death of Richard Ward. Both terms end in 2012.
- Tameside borough council: Byelection on 30 September in Longdendale ward after the death of Labour councillor Roy Oldham, who was leader of the council for 30 years. Term ends 2014. The byelection is likely to be held on 30 September.
- West Lancashire borough council: Labour Party candidates retained both seats up in byelections on 2 September. Nicola Pryce Roberts was elected in Skelmersdale South ward, and John Fillis won in Up Holland ward.
- Wyre borough council: Byelection on 7 October in Tithebarn ward after the death of Conservative councillor Peter Hawley. Term ends May 2011.

- Cheltenham borough council: Vacancy in Springbank ward after the death of Liberal Democrat councillor John Morris. Term ends 2012.
- Exeter city council: There will be byelections for 13 seats on 9 September. Twelve were vacated when the High Court quashed an order extending councillors' terms. The incumbents, who may stand for re-election, are Liberal Democrats Stella Brock (St. David’s ward) and Ben Noble (Duryard ward), and Paul Smith (Alphington ward), Labour councillors Pete Edwards (Whipton Barton ward and group leader), Ian Martin (Mincinglake ward), Lesley Robson (Priory ward) and John Shepherd (Newtown ward), Conservatives Yolonda Henson (Polsloe ward and group leader), Margaret Baldwin (Cowick ward), and Ruth Smith (Pinhoe ward), plus Independent ex-Labour councillor Connel Boyle (Exwick ward) and Liberal councillor Chris Gale (Heavitree ward). West Midlands
- Stoke-on-Trent city council: Dave Sutton, who was originally a Labour councillor but defected to the Liberal Democrats in 2005 and was elected for them in Northwood and Birches Head ward in 2008, has attempted to return to the Labour Party. However his membership suspension by the Labour Party has not expired and the party has refused to accept him. He has let his Liberal Democrat membership lapse and now intends to stand for re-election as a non-aligned candidate.

- Leeds city council: Vacancy in Guiseley and Rawdon ward after the resignation of Conservative councillor Stuart Andrew, now MP for Pudsey. Term ends May 2011.

Last month the High Court upheld a challenge to the legality of the Exeter and Devon (Structural Changes) Order 2010 and the Norwich and Norfolk (Structural Changes) Order 2010 and quashed the orders – which would have made Exeter and Norwich unitary councils. The councils had been due to have elections for one third of their councillors on 6 May but the orders provided that the terms of councillors up for election then should be extended until a full council election in 2011.
With the orders annulled, what should happen to the councillors whose terms should have expired? The High Court has just ruled: they are disqualified immediately, and must be replaced at byelections. The ruling has changed the compositions of Exeter city council and Norwich city council.
